What type of water/cistern do I need?
There is a wide range of tank types available. Outdoor underground cisterns constructed of concrete, plastic or fibreglass are an option that many landowners will have existing. Some landowners prefer an above ground tank located in a shop, garage or basement. It is imperative that your storage medium remains free of frost and ice year-round.
How much a month is water and when will I be billed?
Annual water rates are set in the County of Newell Schedule of Fees Bylaw. There is a base charge that is charged to locations with a service installed but not consuming water, and an additional consumption charge for those properties that have been activated.
Bills are issued annually, and registrants will receive a 6-month grace period once their line is available to be connected. Once connected, charges will commence and be pro-rated accordingly.
Why do I get billed for the curb stop if I'm not drawing water?
The base charge is an administrative fee associated with being a member of the system. The base charge goes towards the continued maintenance, operation, future replacement and upgrades to the system.
Where will the water line go on my land?
Water line alignment will be discussed with registrants during easement signing. The County will endeavour to provide service on the most efficient alignment, and all alignments will be reviewed with the landowners.
Where will my curb stop go?
Curb stops will be discussed with the registrant during easement signing and be finalized in the field in conjunction with the Landowner, County, Contractor and Engineering Consultant. The program will bring the curb stop to the edge of the maintained yard site Many different factors play into the final location of the curb stop such as trees, fences, structures, and the location of the landowner's storage medium, and the County will work with landowners to find a mutually beneficial location.
Who can run the water line from my curb stop to my cistern?
The waterline from the curb stop to the cistern is the landowner's responsibility. There are multiple contractors in the County capable of performing this type of work, and the County will work on providing a list of these contractors. The landowner shall not excavate at or tie into their curb stop until a letter is received from the County advising the service is ready.
When will construction begin?
The first contract has been awarded, and construction is expected to begin in the fall of 2022. An additional 2-3 contracts will be prepared and released for construction over the next 18 months, and construction is expected to be wrapped up by the spring of 2024.
When can I get hooked up?
Once the service line to your location has been installed, pressure tested and disinfected the County will issue a notice to the registrant that they are able to hook up. It is estimated that the earliest people will be able to connect will be spring 2023.
What was included in the $1,500?
Your $1,500 registration fee will go towards funding the capital expenses of the CNWP Phase 2. This local contribution will only make up a small percentage of the budget needed to complete this phase and other funding sources such as MSI grant funding and interim debenture financing will also be leveraged. At the end of construction, you will be left with a curb stop at your yard site, with a pigtail to tie onto.
When can I pick up my flow emitter?
Registrants will be able to pick up their flow emitter at the County office once they receive notice from the County their line is ready to be connected.
What happens if I just don't want to pay the fees?
The Schedule of Fees Bylaw states that any unpaid utility fees will be transferred to the tax roll once they are 90 days past due. An unpaid utility bill will show on the next year’s tax bill as a balance forward.
